Development Definitions

At landproDATA we track land development in Idaho and have been reporting the State of Residential Development by city in the Treasure Valley. As a user or FREE TRIAL user, you can dig into the data on our maps and check out our Analysis Reports. When you do, here are the Development Phases and Statuses we track:
- Conceptual – plans (lots) in the works prior to submittal. Usually obtained from pre-app meeting notes.
- Entitlement – plans (lots) submitted to Lead Agency and in the approval process.
- Approved – plans (lots) that are Approved but have not moved forward to construction.
Final Plat – applications where there are construction drawings, construction has begun, or plat has been recorded.
Short Plat – application where a preliminary plat and final plat are submitted and reviewed as one application. Typically seen on small lots.
Subdivision – a recorded Final Plat
landproDATA tracks inventory of Single Family Residential (SFR) lots to help you better understand the state of development in the Treasure Valley. These are the formulas we use to calculate Inventory:
Conceptual = #Pre-apped – #Submitted (Entitlement) – #Void, Withdrawn, and Inactive
Entitlement = #Submitted – #Approved – #Denied/Withdrawn
Approved = #Approved – #Final Submitted – #Void, Withdrawn, and Inactive
Final = #Final Submitted – #Recorded
Vacant Lots include lots in Recorded Subdivisions as follows:- Residential – bare ground residential lot awaiting a building permit.
- Residential – Permit issued
- Commercial – bare ground commercial lot awaiting building permit
- Commercial – permit issued
- Common Lots – common area lots (ex: grassy areas, subdivision entrances, etc.)
- Preliminary plats are plans obtained from pre-app meeting notes (Conceptual), submittal applications (Entitlement), or applications with lots remaining (Approved).
- Preliminary Plats remain Active until all Final Plat phases have been recorded.
- Final Plats – not yet recorded plats that have lots remaining.
Complete only pertains to Approved Preliminary Plats with no lots remaining which means all Final Plat phases (if any) have been recorded. Project complete.
Duplicate – An application is tagged Duplicate when an exact copy of a development exists. We see duplicate applications when, for example, a development lies in unincorporated Ada County and within Boise’s jurisdiction. Both Lead Agencies require an application for the development. They are marked as such so they are not counted twice in landproDATA analysis reports.
Inactive – a development that is no longer active and no other reason (expired, withdrawn, void) can be identified.
Recorded only pertains to Final Plats. A Final Plat is Recorded with the Lead Agency when it is complete.
Void – an application that has been deemed not valid or legally binding.
Withdrawn – an application that has been removed from circulation.
